Building a One-Candidate Election.

Update to the below post written a few weeks ago.  The campaign now opens and the only qualifying candidates are Sisi and Ghad al-Thawra Party leader Moussa Mostafa, who is a Sisi supporter.  He agreed to run at nearly the last minute, apparently to give the campaign some semblance of legitimacy and has 20 MP endorsements (all he needed to qualify).

Although Moussa Mostafa claims he is not a “fake candidate” (http://www.egypttoday.com/Article/2/41393/Exclusive-Moussa-Mostafa-I-am-not-phony-candidate-in-presidential) it’s hard to forget the way he treated Ayman Nour, the actual founder of the Ghad Party – back when Mubarak allowed only token opposition parties and was determined to oust Nour, and did so.

Over these few weeks, the only credible challenger, Sami Annan, who once outranked Sisi, was arrested at gunpoint on 1/23/18, abducted and formally disqualified as a candidate.  His son gave a statement saying the family had no idea of his whereabouts.  Worse than that, Annan’s would-be vice presidential candidate, Judge Hisham Geneina was attacked. His assailants tried to abduct him, but when prevented by passersby, they beat and stabbed him.  The government arrested 3 men and is claiming this was ‘just a kidnapping attempt.’ http://www.telegraph.co.uk/news/2018/01/27/days-egyptian-presidential-candidate-arrested-deputy-attacked/

What was suspicious was: no-one was allowed to get into the ambulance with him. Geneina had been a chief auditor for Pres. Sisi and uncovered evidence of massive financial losses due to corruption.  Rather than be praised for doing his job, he was fired, and faced charges himself.

Khaled Ali dropped out of the race last week, saying that people’s aspirations for a new beginning were for now unfortunately on hold.  It wasn’t clear if he was going to be allowed to run in any case (see below)  http://www.dw.com/en/egypt-last-serious-challenger-to-el-sissi-drops-out-of-presidential-race/a-42297171

President Sisi’s supporters started the Alashan Tabneeha (So You Can Build It) – a petition and support campaign for the re-election of Pres. Sisi to a second term. It has offices all over Egypt.  The campaign is not collecting donations, but wants to generate a sense of participation and excitement in a race that increasingly lacks strong challengers.

President Sisi himself had not yet announced his candidacy when I first wrote this post, but has now done so.  The election expected to produce a president by the beginning of April, if there’s no run-off. If there is a run-off, then the results will be announced at the beginning of May. He won the 2014 election with 96.1% of the vote; slightly less than 47.5% of Egypt’s eligible voters (53 million) participated in the election.

LT GEN Sami Anan, 69 who was fired from his post as Army Chief of Staff by ex-Pres. Morsi may run for President. Anan founded the Arabism Egypt Party in 2014. The Party has announced its decision to back him, and he has sufficient support by Egyptian MPs to run for office.

Mohamed Anwar al-Sadat, nephew of the late Pres. had announced his intention to run as well – he is a critic of Sisi’s, and resigned from parliament over violations of human rights.  However, on January 15, he announced he would not run for president, citing possible danger to his campaign workers (it’s not clear whether this means threats from Egypt’s security services or from supporters of President Sisi.

Khaled Ali, a human rights lawyer might or might not be able to run, the decision will be made known by March 7. He was charged with making a rude gesture and if convicted, cannot run in the election.  If he is permitted to run in the election, he is not expected to gain wide support outside of his liberal base.

Five days ago, Ahmed Shafiq, who had announced his candidacy from the UAE withdrew from the election. He was then deported from the UAE and appeared to be under arrest at a hotel, until he announced that he would not be running. The countering reports about his status have been further troubled by the sense that his statements were coerced. Shafiq briefly served as Prime Minister of Egypt from Jan. 29 to March 3, 2011, and he narrowly lost the 2013 presidential election to Mohamed Morsi

President Abd al-Fattah al-Sisi is expected to win re-election in March. But the appearance of a mandate will be stronger if there is a better turnout. The president-elect must win 51%. That is perhaps the purpose of booster campaign, Alashan Tabneeha.

Some of Sisi’s supporters have turned against him because of human rights violations, a crackdown on civil society impacting liberals, freedom of the press, and NGOs, the decision to cede 2 islands to Saudi Arabia, and the economic austerity measures – inflation is high, the pound is worth only half what it was.

The stated goals of the Alashan Tabneeha campaign were cleansing the country of terrorism, completing Sisi’s megaprojects, ending corruption, promoting education, and protecting its leadership. It held a conference in the UAE in December, has sought support from Egyptians living in Europe and had collected 12 million signatures by Dec. 24. A number of members of parliament joined the campaign initially. Whether supporting it or not, 508 members of Egypt’s 596 member parliament are said to support Sisi.

The presidential campaign is going to be quite speedy, only one month allowed for campaigning and then elections to be held from 26 – 28th of March

Pres. Sisi faces a difficult task in the campaign against terrorists in the northern Sinai peninsula (which has been fiercely fought since the summer of 2013. Also sporadic acts of violence, sabotage and attacks on Christians have plagued Egypt’s mainland. Aspects of the counterterrorist campaign have been disputed such as the use of military trials and torture against detainees, the evacuation of Sinai residents, the exclusion of journalists from the Sinai (or their arrest) and a seeming inability to curtail the intelligence collected by the terrorists. Even these measures have failed to prevent large-scale attacks on the military and on civilians, as on Nov. 24th at the Rawdah mosque in Bir al-Abed where 311were massacred; and 9 Christians were killed at the end of December. These attacks heightened as Sisi first took over, and Pres. Morsi was arrested, then they abated somewhat, but analysts say there have been 2,000 attacks over the last three years.

Interview with Sherifa Zuhur on Counterterrorism/COIN in Egypt and Beyond

– What do you think about the Egypt’s strategy in fighting terrorism? Is it sufficient enough to end up the terrorism in the country?

 

Egypt is using a combination of counterterrorism (CT) and counterinsurgency (COIN) approaches.  It faces terrorism in the northern Sinai peninsula, but also in/near Suez and on Egypt’s mainland as well as acts of sabotage on electricity towers and assassinations of public figures such as the Chief Prosecutor, the late Hisham Barakat.    In the Sinai, Egypt’s military had to cease cooperating with the limitations prevailing under the Camp David Accords by which only civil police are to operate in zone C.  While these restrictions are lifted now, that insurgency has longstanding roots going back to 2003-2004.

 

Elsewhere the criminalization of terrorist groups and those engaging or calling for violence is an important aspect of the campaign.  So too, are efforts at antiterrorism (terrorism prevention) in which the roots of extremism are to be attacked by al-Azhar, and mainstream Muslim institutions, although there isn’t much agreement about the shape of such reforms.

 

Both CT and COIN rely on military eradication of terrorists which in turn relies on intelligence and police work.  In addition, both approaches also employ the ‘non-military’ tools of war; CT calls for developing antiterrorism programs and COIN requires bolstering of state power and appealing to local populations support the state’s objections.  These tools, or methods are informational, economic and political/diplomatic.

 

– Is this strategy different from the one USA uses?

These are two approaches, not one grand strategy and the US is currently, under Obama, downgrading CT and COIN efforts, but it has not successfully defined a strategy toward terrorism either in the wake of 9/11 nor today.

 

Egypt’s efforts reflect those of national militaries to contain terrorism in Afghanistan, Pakistan, Iraq and elsewhere, but there are some differences, for example, the above-mentioned problem of an insurgency in a hinterland where the military were initially constrained.  Also,  the Sinai extremists used the fall of president Morsi, who they also considered an apostate (and they condemned the Muslim Brotherhood for participating in Egypt’s political system) as a rallying cause and the combination of their violence and that of other groups, some allied to them on the mainland somewhat magnifies the impact of attempted violence.  Egypt’s tourism sector has been hurt by this violence along with the perception of volatility in the post-revolutionary environment, although there has been some recovery of late.  Also the jihadist movements are international, the Wilayat Sinai breakaway from the Ansar Bayt al-Maqdis allied with the Islamic State (in Iraq and Syria, i.e. ISiS) because of the propaganda (or informational) value and it has links with groups in Libya — which are therefore another threat to Egypt. The presence of the MFO (Multinational Force of Observers) in the Sinai means that there could be a threat to that body.  The alienation of the bedouin in the Sinai from the central government is another special factor to consider; this is the result of land ownership policies as well as the counterterrorist response to violence in the Sinai from 2004 – 2011.

 

 

– Both countries couldn’t end up terrorism till now, in spite of the long war against it. Why?

 

Terrorism is not a phenomenon that will be soon ended, nor is it sui generis.  Egypt and the United States continue to face terrorism, so too, all humans are hurt by it since it was used by the Zealots and others in ancient history.  Terrorism is a tactic, and the perpetrators have political and religiopolitical aims.  They can be discouraged from using this tactic, by the use military force and repression, and simultaneous anti-terrorism or anti-insurgency programs and actions of the state.

 

The previous U.S. Department of Defense name for this – the Long War – is probably an accurate name.  Al-Qa’ida as well as the ISIS, ABM, Wilayat Sinai AQAP, AQIM, Shabab etc. have a long-term grand strategy. Nonetheless,  Egypt’s battle in the Sinai with such groups is winnable —  and it is not facing a popular insurgency in the mainland, as for example existed in Vietnam.

 

If the Egyptian government had fought as ruthlessly as possible, then it’s possible the conflict might be a shorter one, but as Pres. Sisi himself noted, the public concern for human rights limits the use of tactics which might eradicate such groups  And admittedly, the security forces have not undergone reforms in that regard, and they are facing an enemy using extremely brutal tactics towards them and civilians who are thought to be cooperating with the Egyptian military and police.

 

– There are violations for human rights in both countries’ experiences in this field, is it necessary to violate human rights while fighting terrorism? How we can avoid that if it’s possible?

 

Yes, there are violations of human rights by both militaries and also by police in the U.S.  – use of body cameras (introduced in San Francisco & to be used in Egypt), education, enforcement of proper standards in prisoner treatment are all requisites.   It’s up to the leadership to insist on such standards in all militaries and police forces.

 

Some believe that human rights are violated by the use of emergency laws and military courts.

 

**Under Presidents Mubarak and Sadat, the use of emergency laws tended to constrain the development of democracy, however, today, nearly all countries have crafted specific terrorism laws which tend to diverge from civil procedures.   In Egypt, a big debate still exists over the “protest law” which is intended to control spontaneous and potentially violent demonstrations.  I think it is entirely reasonable to oppose extrajudicial rendition, torture, and unjust procedures as we saw in Guantanamo and at Abu Ghraib, and also to support harsh legal consequences for acts of terrorism.  The Egyptian system of criminal law differs from that in the U.S., but as far as I can see both aim to deter as well as punish offenders.  The application of emergency law within the buffer area in the Sinai, which has, for example, utilized curfews certainly seemed to be a necessity in that campaign.

 

 

 

– What about the privacy issues? This war made the people’s privacy is nearly zero. Is that justified and acceptable in your opinion?   **I need more clarification of this question in order to answer it

 

 

– In 1970s to 1990s Egypt was using the security solutions in fighting terrorism, it could defeat some terrorists but not terrorism. Will Egypt need more 2 decades to reach the same result?

 

**There is no division between “security solutions” and other solutions – let us say, “development or aid solutions.”  One cannot develop an area like the Sinai or upper Egypt if armed terrorist groups operate freely, moving to assassinate local police or officials in their homes or their vehicles, importing weapons and obtaining cash from outside of Egypt.

 

As stated above, “security” has to be seen holistically – it also concerns preserving the safety and security of citizens and their government.   Terrorists attack civilians and symbols of the state to try to sway other citizens into treating them as a pseudo-state (thus, the very name, Islamic State).  The Egyptian government has much to overcome, but the employment of many Sinai residents in the new Suez Canal project is a boost to security, as is the awarding of reparations to those forced to leave Rafah during the buffer operation.  Security and trust must be constructed on all fronts at the same time – through forums or meetings with the public, assurance that economic needs will be met and controls over the known security gaps – for ex. the hundreds of tunnels into Gaza or the communications between Sinai and Libyan militants.

 

 

 

– The terrorism is getting more brutality if we compared between the old militants (such as Al-Qaeda) and the new ones such as ISIS. What is the reason in your opinion?

 

In my opinion, the al-Qa’ida mother-ship group (the original group) under bin Ladin and Zawahiri learned that the use of extremely brutal tactics and sectarian attacks caused the public to hate and fear it and thus damage the long-term aims of such groups.  Bin Ladin was said to oppose attacks on the Shi`a, either because of this counter-productive response or because his neosalafist mentors coming from the Muslim Brotherhood exiles in Saudi Arabia and those they impacted did so.  al-Zawahiri opposed the attacks on Shi`a in Iraq by al-Qa’ida affiliate groups as well.

 

The Islamic State and Nusra in Syria and Iraq used both carrot and stick approaches, but the media tends to cover their brutal actions and focus less on other factors such as family relationships, actions of revenge and propaganda (public executions).  Like the ABM or WS in the Sinai, they count on the insecurity of the local population and the fact that it is gauging the dangers of cooperating with the state versus themselves.

 

 

– How the security sciences and the applications of those sciences developed since 1990s (especially regarding the war on terrorism)?

 

We should speak of philosophy, theory and practical approaches rather than “sciences.”  The study of war and conflict tends to draw on those maxims or precepts which seem to apply over time.  However, the means of war and technology have altered the applicability of such concepts.

 

We now possess technologically superior gaming facilities, but the best tool remains the imagination and through red-teaming to consider the most likely set of threats or scenarios and second effects resulting from actions taken.

 

There are therefore, some new takes on terrorism which arise from older concepts, so for example, material concerning 4th generation warfare; or the Clausewitzian notion of center(s) of gravity which, in today’s terrorist environment are diffused.   The psychological aspects of terrorism have also been studied with the aim of constructing better antiterrorist responses, or to use specific language, preventing the “slippery slope” to violence.    We now must be concerned with so-called lone wolf or sleeper attacks and the coordination of many terrorist groups outside controllable channels.

 

The relationship between foreign policy goals and aims to control or eradicate terrorism is also being scrutinized by those who are interested in grand strategy.

 

 

– Some opinions say that the security solutions is not enough to end up the terrorism, there is a need for intellectuals to play a rule in fighting terrorist ideas, it’s also war of thoughts.. do you agree with that?

 

**Yes, I agree but there is no point in constructing or insisting on one form of propaganda simply to counter another.   The intellectual war on terrorism has also faltered because we cannot promote freedom – freedom of thought and civil responsibility by accepting a vision of an Islamic society which is not free, but which merely eschews (rejects) violence against the state.

 

For example, the large Salafiyya Jihad movement in the Sinai are not all involved in terrorism, but they promote a conservative social vision which is unfair to some members of society (for ex. women).  In the United States, many of our Muslim organizations which claim to oppose terrorism “from a Muslim perspective” have a similar vision and therefore do not represent a true reform of the type needed.

 

 

– If you are writing a “prescription” to the world leaders to cure the earth planet from terrorism (even, to some extent), what will you write in it?

 

**I would say that seeing terrorism as an illness for which there is a cure is a mistake.  Remember that terrorism is merely a tactic of war.

 

Understanding and vigorously countering the aims and claims of terrorists with regard to the use of jihad, takfir, wala wa-l-bara, and their overall conception of a world in which Muslims should battle all others is key.

 

Supporting intelligence to discover the sources of arms and funding is also key.

 

Building confidence in a world and local communities where equal opportunities exist is most certainly key to convincing local populations to accept the authority of their own governments.

 

And the use of force – what you called in this interview, the security solution – is also very much a key and is going to require regional cooperation, not only between Egypt and Saudi Arabia as in this summer’s Cairo Declarations, but beyond.  Many political circumstances have led to the growth and expansion of terrorist groups – in Syria, Libya, Yemen, Egypt, the GCC, Iraq, Jordan, Somalia, Afghanistan, Pakistan and beyond as well as their funders and supporters elsewhere.  De facto arrangements allowing them to remain in certain locations is no solution at all.

Sherifa Zuhur is a Visiting Scholar at the Center for Middle Eastern Studies at UC Berkeley,  researcher and author of 17 books. She was a research professor at the Strategic Studies Institute of the U.S. Army War College, directed the Institute of Middle Eastern, Islamic, and Strategic Studies, taught at MIT, American University in Cairo, UC Berkeley, California State University, Sacramento and was a Senior Fulbright Research Scholar in Syria and Egypt, and a research scholar at Ben Gurion University’s Chaim Herzog Institute.  Her work on Islamist movements in Egypt, Syria, Lebanon, the West Bank and Saudi Arabia has relied on original field research and interviews.  Her dissertation was on the impact of the Muslim Brotherhood and other radical Islamist groups in Egypt whose influence in that country, and in academia and Muslim communities abroad has been profound.  She has tried to draw attention to the growing influence of the Brotherhood and its sister organizations (in Libya, Gaza, Yemen, and Syria) and their links with jihadists.
Americans have a monolithic view of Egypt. Talk to me about the Muslim Brotherhood (MB).  In your view, what does the future hold for the MB in Egypt?
The Muslim Brotherhood first developed in the late 1920s in Egypt as a response to the Westernizing effects of colonialism, and to preserve and develop an Islamic way of life.  From its inception, the organization has drawn on the beliefs of the essentially conservative and deeply religious population to promote a pan-Islamic vision.
In the early to mid-1970s radical Islamist organizations grew and many of them included former Muslim Brotherhood members – namely the Islamic Jihad (IJ) and the Gamaat Islamiyya (GI).  Members of IJ later formed a wing in al-Qaeda; members of GI waged a low-level insurgency against the Egyptian government.  Meanwhile, the Muslim Brotherhood behaved as if it was a political party and also a socio-religious movement, focusing on recruitment, retention, alliances with independents.  It fully expected President Mubarak to alter his antagonism toward them and allow them to retain political seats.
 How easily can you have conversations about Muslim Brotherhood issues with young Arab American students in the US?
Conversations can be quite difficult depending on the degree to which they are influenced by community groups or projects where Islamists dominate.  Liberal students may not really understand the degree to which the MB are committed to bringing about their world vision, and that they are not just one more democratic group or actor to be included in political.
To Arab-Americans who have lived in the region, such discussions are usually clear-cut; many have a healthy fear of Islamist groups. Others grew up with this orientation or married into it.  I was quite shocked to encounter a young woman who firmly supports the MB and wants to work for the overthrow of Sisi who presented herself as a ‘free thinker’ to visiting MB government-in-exile figures speaking at a California university.  As if MB are a cause, like possible extinction of a whale or an animal species that she wants to save. As if they represent a human rights issue. Other young Arab-Americans don’t really have opinions – the MENA is far away for them, they only bump up against the influence of the MB in religious associations.
To what degree have you interacted —or tried to — with MB-tied groups in the US?
While at US Army War College (AWC), I had a lot of problems with some officials and faculty who simply were anti-Muslim. I tried bringing a complaint to CAIR.  What I found was that CAIR represents itself as an advocacy group, but only offers legal assistance in those cases where like-minded individuals suffer discrimination, and it does not pursue many other cases.
I believe Western Muslims should be involved in counterterrorism and security efforts against violent Islam. What bother me most is to see the reliance of some experts and centers on former jihadists (who are Islamists), or community members who are Islamists, whether MB or not.
I watched in disbelief five years ago as Nonie Darwish was disinvited to speak at Princeton about five years ago. Brandeis was also in the news last year: same story, different woman. Thoughts?
Princeton’s disinvitation of Nonie Darwish, like Brandeis’ disinvitation of Ayaan Hirsi Ali was shameful and the result of pressure by students.  All I can say is it is an over-steering, an incorrect characterization of Islamophobia, and a vicious prejudice against two women who support women’s rights and have left Islam.  Converting ‘out’ is considered apostasy, and for that, their high profiles, and firmly anti-Islamist stand, many oppose them.  I am not comfortable with many things Hirsi Ali has done and said, but I would certainly hear her speak.  As we supposedly uphold freedom of speech on our campuses – certainly that should occur.  The other huge division concerns attitudes toward Israel; I suppose Nonie Darwish is not forgiven for her Arabs for Israelorganization.
 After Morsi was elected, you detail how the MB ousted the Minister of Culture. Her replacement vowed to abolish ballet and Islamize Egypt’s film industry.
The MB —via the Freedom and Justice Party— brought in its own ministers. There was great antipathy to the new 2012 Constitution and other actions by Morsi.  He appointed a new minister of Culture, Alaa Abd al-Aziz about a year into his term.  By then the Tamarrod movement had already begun (the petition calling for Morsi to step down).  As Abd al-Aziz made statements about Islamizing the arts – not only doing away with ballet – he fired the directors of the Cairo Opera House, the National Library and Archives, and the General Egyptian Book Organization.    The cast of the Opera appeared onstage in Aidacarrying placards against the Muslim Brotherhood and calling for the end of Morsi’s regime.  Then writers, artists, and performers began a two week sit-in outside of the Ministry of Culture.
What was behind the 2013 calls from Western governments to include MB politically? Was it fear? Naiveté? Corruption?  
Various countries had come to the conclusion that Islamists held so much influence in the Middle East, they should be partners in the struggle against  radical Islamists – a sort of “if you can’t beat them, join them” stance.   They weren’t wrong in understanding that pushing full-out anti-religious secularism would not take, but rather, in imagining that Islamist organizations like the Muslim Brotherhood would ever be inclusive or put anything but its own movement’s interests first.  Numerous Washington-based organizations and NGOs had promoted democracy in which Islamists and non-Islamists would coexist and somehow people would vote down coercive laws or measures.
Strong ties were established between democracy-building organizations and Islamists, so the thought was that since Morsi had won the election, the Muslim Brotherhood must be included in the post 06/30/13 government.  In fact, then Minister of Defense al-Sisi presented multiple offers to the Muslim Brotherhood to include them in some way if Morsi stepped down, but they refused.
You catalogue daily instances of sabotage and violence by the “ansar Morsi.” Are they available to read by public?
  I periodically post logs on Twitter of daily incidents of sabotage and violence by Ansar Morsi, and other radical Islamists.  I do so because a wing of Egypt’s opposition claims that the Muslim Brotherhood are not violent; or they assert that the violence is actually fake and enacted by Egypt’s security forces to have a reason for a crackdown.  Occasionally I post these on my website (sherifazuhurwordpress.com) and I am working on articles and a book which highlights this security campaign.
   The Atlantic copies Egyptian press notices on violence and the Tahrir Institute for Middle East Policy tracks violent attacks. For some reason, both are opposed to Egypt’s government, and they do not connect dots between the resistance, its likely sources of funding, etc.
    They are stuck in the belief that radicalization is caused by repression instead of understanding that radicalization is its own motor and motivation.   .
