Sherifa Zuhur: Egypt: Log of Violence Jan 2014 – Feb 3, 2015 – Sinai, Muslim Brotherhood, Ansar Bayt al-Maqdis and more

Each day, I read claims in the media and social media that terrorism in Egypt is a) being exaggerated by the Egyptian ‘deep state’ or its supporters or b) that Egyptian militants in the Sinai, demonstrators on the mainland guilty of violence, or that saboteurs (planting bombs) are being unfairly pursued or charged because they are simply supporters of the ‘peaceful’ Muslim Brotherhood. Waves of violence began in August of 2013 and have not ceased, although the army and security forces are making inroads in the Sinai and are able to successfully defuse many of the bombs and devices planted in other parts of Egypt.   It is essential to understand that this violence is not a random outreach effort of ISIS – it is a deliberate strategy by Ansar Morsi, whether these are members of radical organizations like the State of Sinai/Ansar Bayt al-Maqdis, or disgruntled supporters of the Muslim Brotherhood (Ikhwan) and its now illegal political arm, the Freedom and Justice Party.   The Ikhwan have branches in 68 countries, their secret internal structure has survived numerous Egyptian governments, and their alliance with militants who are far less “moderate” should not surprise anyone familiar with the organization and its ultimate goals.


Also those who have studied the acts of terrorism (otherwise portrayed as political resistance) in Iraq will note similarities between the AQ organizations which developed there, the larger political struggle and the specific techniques of the Sinai-based groups.

To conclude now (as an article at Carnegie MEC – http://carnegie-mec.org/2015/01/30/has-egyptian-president-sisi-s-approach-in-sinai-failed/i10r – one of the co-authors is not particularly familiar with Egypt and one wonders what is Carnegie’s intention in posting this)

or other US institutes which have rather consistently called for the inclusion of the Muslim Brotherhood) that the Sinai campaign has ‘failed’ – is shortsighted.   Such analysis also fails to perceive the connections between the Sinai violence – aimed to bring down the government or show its inefficacy and the other incidents of violence in Egypt connected to political opposition.

I am not writing this to support violations of anyone’s civil rights. The use of torture and violence in apprehension of suspects is anathema and counterproductive. The protest law in Egypt is another subject. Peaceful protest should be permitted, but there can be no reason to support violent actions in such protests. Above all it is important to see the volatility of the situation over last year and that the campaign against terrorism in the Sinai and outside it is necessary.


Many assert that military responses to counterterrorism will fail. In history, they have both failed and succeeded.  But they cannot achieve aims against terrorists without a full-out commitment as in all forms of warfare. The Sinai cannot be abandoned or permitted to be a training ground for terrorists who will soon operate elsewhere. Those who objected to the razing of a buffer area in Rafah, should note the vast number of tunnels discovered there and multiple operations by terrorists there.  Objections that Egypt “owes” Hamas the weapons or supplies that could be funneled to it fly in the face of current political realities, not least, Hamas’ relationship with Egypt’s Muslim Brotherhood. Further, the government of Mohamed Morsi tried a ‘soft approach’ in the Sinai which resulted in attacks on Egypt’s military and the growth of the currently active groups. In fact, the presence of radical Islamists dates back to the Mubarak era, when attacks were launched against tourists and resulted in a severe crackdown on those locals thought to be accessories or hosts to these groups. Even at that time, the origins of these al-Qa’ida-linked groups and their weapons was a matter of dispute. Yes, the development of the Sinai is an essential aspect of countering terrorism there, and Egypt’s president recently committed funds to that purpose. Yes, the bedouin have been discriminated against and tribal loyalties have been manipulated by foes of the state. But the sheer number of incidents shows that the ‘developmental approach’ proposed (but never enacted) by Morsi’s government failed and that the current hostilities are linked, at least in part, to his supporters.

Some earlier noteworthy events in this conflict in 2013

May 16, 2013: Seven police and army personnel are kidnapped by unknown militants near north Sinai’s Al-Arish city. The conscripts are released the following week, after which the army announced that the release was a result of negotiation with the kidnappers and efforts of military intelligence as well as mediation by tribal sheikhs and Sinai locals.

While news of arrests and a military campaign against militants was reported after Morsi called for their arrest, no trial was reported thereafter.

July 5: Two days after the ouster of Morsi, five army and police officers are gunned down by Islamists in Al-Arish, a city which had become a hotbed for militant activity since 2011, with weekly attacks on police and army facilities and government buildings that, mostly, failed to leave casualties.

July 24: In an incident representing a shift in the methods of attack as well as location, a bomb is detonated at the Daqahliya governorate’s security directorate in the Delta city of Mansoura, killing a police conscript and injuring over 25 people. Previous attacks since February 2011 had mostly involved the use of firearms and to a lesser extent rocket-propelled grenades (RPGs) and grenades.

The interior ministry blamed Islamist extremists; the final results of police and prosecutor’s investigations were not announced.

August 14: After police forces disperse the main pro-Morsi encampments in Cairo and leave hundreds of dead protesters in their wake, armed Islamists launch RPGs at the town of Kerdasa’s police station in Giza, as a mob killed at least 11 officers, mutilated some and then reportedly securing control of the town.

Police returned to Kerdasa in September to arrest suspects involved in the attack and cleared it of armed militants.

August 19: The bloodiest militant attack so far happens when two vehicles transporting police conscripts near Sinai’s Rafah – on their way home for a holiday, according to police statements – were attacked by militants using RPGs. Twenty-five of the conscripts are killed in the attack. The prime suspect, whom security sources said was a jihadist militant called Adel-Habbara, is arrested later in August and is now being tried in criminal court.

September 5: A failed assassination attempt on Egypt’s Interior Minister Mohamed Ibrahim takes place in Cairo. A suicide bomber detonates a car bomb close to Ibrahim’s security convoy, as seen in the video of the group claiming the attack, Sinai-based jihadists Ansar Beit Al-Maqdis.

September 11: A car bomb explodes at the military intelligence building in the Sinai city of Rafah near the Gaza border, killing six soldiers and injuring 17 soldiers and civilians. Ansar Beit Al-Maqdis claims the attack.

October 7: Nine police and army officers and conscripts are killed in two attacks: a drive-by shooting on a military patrol near Ismailia, where an army officer and six conscripts are killed, and a bombing at the security directorate in Sinai’s Al-Tor city which leaves three police officers dead.

Later that evening, an RPG is fired at a satellite link in Cairo’s upscale southern district of Maadi, causing little damage. The attack is claimed by another militant group active in Sinai called Kataeb Al-Forqan.

November 17: National security officer Mohamed Mabrouk – involved in investigations of the Muslim Brotherhood and jihadist groups – is assassinated by gunmen near his home in eastern Cairo. Ansar Beit Al-Maqdis claims the killing a few days later.

November 20: A car bomb is detonated on the Arish-Rafah highway in North Sinai, killing 11 army conscripts and injuring 17 others. The attack is claimed by Ansar Beit Al-Maqdis, who later release a video recording of it.

Violent clashes were fought between regular forces and forces of the revolution in the neighborhood of Maysaloon.  Regular forces bombarded areas in the town of  Tadaf


More than 517 people were killed in two weeks of continuous ‘barrel bombs’ dropped on Aleppo by helicopters and air force. This included 471 civilians, of these 151 children, 46 women, 34 revolutionary fighters and 12 ISIS fighters.


On Saturday, 64 civilians and 4 rebel fighters were killed. One of the rebel fighters died during clashes with regime forces in al-Rashdeen. Snipers killed two other rebel fighters in Salahadin and al-Khaldiyye neighborhoods.  Of the civilians, 25 were killed by (the so-called barrel bombs on the Tariq al-Bab neighborhood (3 women, 4 children and a young journalist. 14 civilians were killed in an airstrike on al-Maysir neighbourhood, including 4 women and 4 children. Regime bombardment killed three children in the city of A’zaaz.  Two civilians died from their injuries from airstrikes on al-Mash’had and al-Haidariyye a few days ago. 15 civilians, amongst them 5 children, were killed in an airstrike on areas in al-Marjeh neighbourhood about a week ago.

On Saturday, 13 rebel fighters were killed. One of them was killed in clashes between regime forces and NDF fighters in  the village of al-Jafra village.  The others were killed in clashes with regime forces, among them a 14 year old rebel fighter and a rebel commander.

On “Hearsay” vs. Casualties – Sherifa Zuhur

Yes, the Israeli airstrikes deserve some extended comment but they may not signal that further military intervention is forthcoming.
But first I want to address the issue of casualties and their accuracy.

Recently, an old friend commented on my feed that reports of Syrians killed were “hearsay.” I found that terribly insulting and misleading, as I’ve been following casualties by governorate on a daily basis since the SOHR and the LCCs and other news outlets began reporting them and issued daily reports from July of last year. I gave up issuing daily reports this spring (because not enough people read them, they’re time-consuming to write, & I have other responsibilities) and moved to weekly ones. I am careful to report “unconfirmed” or “conflicting” per casualties, but please, “old friends” let’s not confuse SANA or Press TV with accurate reports of deaths in Syria.

For ex. there are currently unconfirmed reports of about two thousand people killed in the Israeli airstrikes of Sunday, May 05, 2013. In the Syria Updates, when I include “8 deaths including 2 children” per LCC identified dead, these can be taken as “confirmed,” – even though in some cases, even more people were killed. The 70,000 est. of Syrian dead is now low.

The following type of detailed report gives a Facebook link (to memorialize the person) or sometimes a video and these identified deaths are confirmed. Here’s an example of info. from the Deir Press which includes such details (They are sometimes difficult to read in the original, so I clean up the grammar and the Press separates “martyrs” from “recently documented martyrs” [meaning they were recently identified, but may not have been killed yesterday]).

Deaths on May 05, 2013 as the Assad government carried out its 326th consecutive day of military attacks on the city of Deir az-Zur.

Adham Jasem Nayef Al-Jneid, an FSA member was killed in clashes in the neighborhood of as-Sina`a in Deir az-Zur.

A sniper (Assad-loyalist) killed Samer Nabeel Al-Furati, 22 years old in As-Sina`a in Deir az-Zur.

The Syrian military shelled the village of Marrat killing Heba Turki al-Hammadi; a young girl, as well as Ibrahim Turki al-Hammadi (a young boy) and Rahaf Turki al-Hammadi.

Syrian regular forces have taken full control over the Baba Amr neighbourhood after 2 weeks of intense clashes.

Opposition fighters from several factions stormed Baba Amr, two weeks ago and managed to hold their positions, but they were violently bombarded by the Syrian regime’s airforce and artillery. United Nations High Commissioner for Refugees has said that the number of Syrian refugees has jumped 10 per cent in one week. The increase in Syrians fleeing their homes is believed to be due to President Assad’s forces use of deadly weapons on residential areas including (internationally banned) cluster bombs.

Violent clashes took place in Old Aleppo, in the Bab al-Nasr, Bab Antakya, Bab al-Faraj and Saba’ Bahrat neighborhoods yesterday. Clashes also broke out near the grand mosque of Aleppo. Ibraheem al Masri, a student at the Faculty of Islamic Education in Dar`a was killed in combat. He was a member of al Mo’taz Bellah battalion of the opposition. His body has still being held by the security forces.

The regime bombarded al-Hrak and al-Katiba killing 3 civilians, one of them a child. Another child died of wounds incurred in the bombardment on the town of Ibti’. 5 men were killed when their bus exploded near the city of Dara`a.

The Syrian regime forces shelled Dara`a al-Balad yesterday. A sniper reportedly killed a woman. Helicopters bombarded the town of Khirbat Ghazala, causing injuries and property damage. Regime bombardment continued on the towns of Tseel, Katiba, Tel Shihab, Seida and al-Tiba. The opposition shelled the 38th brigade using home-made rockets. Clashes took place near the brigade and the Syrian airforce bombarded opposition positions there.

Deir az-Zur province:


Ahmad Al-Aasheq; originally from Al-M’raeiyeh village was killed by a cluster bomb near Deir Ezzor Military Airport yesterday.

Abdurrazzaq Sulttan Al-Shlaily of the FSA was killed in clashes in al-Jbeileh neighborhood, and here is his funeral process.

Muhammad Marwan Ad-Dall of the FSA was killed in clashes at the military airport.

Muhammad Al-Draibi died of his wounds. His family home was bombed on September 14, 2012.

Yesterday, the Syrian military used heavy artillery shelling to target the neighborhoods of Sheikh Yasin, Hamidiyeh and Ganamat.
Violent clashes between FSA and regime forces took place in Al-Haweeqa and As-Sina’a.
A Syrian army T72 tank was damaged by FSA forces in As-Sina’a.

The head of the military security, General Abdelkarim Salloum, was injured during the clashes in the basatin of the Baba Amr neighborhood of Hom.

Regime forces bombarded the Bab houd, al-Turkman, Bab Dreib, Bab Tadmur and al-Sefsafa neighborhoods, injuring residents and destroying buildings yesterday. Clashes took place on the edges of these neighborhoods. Regime forces have resumed their efforts to take full control of the city of Homs. The airforce was used to bombard the Baba Amr neighborhood. Regime bombardment also resumed on Rastan, which killed 2 women yesterday. Members of the airforce intelligence used heavy machineguns on the outskirts of Tadmur where rebels and regime forces have been clashing. The airforce had also shelled the village of Baqraya.

Yesterday, clashes continued for the third day running between regime and opposition forces that are blockading supplies from reaching the Wadi al-Dayf and al-Hamdiyya military bases. Clashes were resumed near the town of Heish; where there is heavy artillery bombardment on the area.

36332 Syrian citizens were killed during 2012 with an average of 101 citizens every day and 4 citizens every hour. (The figure of 60,000 given by the U.N. The SOHR had estimated more than 46,000. It is impossible for the Local Coordination Committees to obtain details of all deaths, but they provide the information they receive throughout each day.)

A sniper shot one civilian in al-Barzeh and 2 civilians from al-Yarmouk died, both from wounds received earlier in gunfire at a checkpoint, although one was wounded 2 months earlier and the other, 2 weeks earlier. The Syrian military heavily shelled Asali, Hajar al-Aswad, Madniya, and Tadamoun. Two bodies were found in Qadam.

Clashes occurred near the Idarat al-Markabat building between Harasta and Arbeen. The Syrian military shelled Arbeen, Douma, Mu`adamiyya and Harasta. Syrian military troops shot a woman from Saqba on the Homs-Damascus road. The Syrian military carried out raids and arrests of civilians of al-Mkeiha. Clashes took place in the town of Drosha.

Iran’s Foreign Minister Ali Akbar Salehi posted a statement on the ministry’s website indicating Iran’s support for Assad’s “plan” as stated in Assad’s speech on Sunday since it rejects violence [sic] and foreign interference.

U.N. Secretary Ban Ki-Moon expressed disappointment with Bashar al-Assad’s rejection of peace talks with his opposition and said that Assad’s 6th of January speech “does not contribute to a solution to end the terrible suffering of the Syrian people” and rejects the most important aspect of the June 30, 2012 Geneva communiqué which was political transition and the establishment of a transitional governing body.

Syrians are running out of bread, due to flour and fuel shortages.

Early death toll: 70, including 21 unarmed civilians (4 children), 32 opposition fighters, 1 defected soldier and 16 government soldiers.

Yesterday’s death toll: 83.

Aleppo province: The bodies of 2 civilians were discovered in al-Seryan in Aleppo. They had been detained earlier at a security checkpoint. Clashes occurred in Layramoun and near the Syrian airforce intelligence branch.
The Syrian military shelled the town of Batron, and towns in the western countryside of the province.

Damascus province: An explosion took place in Mazzeh, probably from a mortar shell. A sniper seriously wounded a child in Barzeh. The Syrian military shelled the southern neighborhoods of Damascus in the morning. The Syrian military fired rockets on al-Qaboun and gunfire was heard there, and unconfirmed reports say clashes were fought there.

Heavy fighting continued into the evening near the Damascus airport.

The Syrian military shelled the town of Yabrud killing one man and injuring others. The Syrian military shelled the town of Heran al-Awamid. Clashes took place in Irbeen killing one opposition Clashes took place near the town of Beit Sahm. The Syrian military shelled the town of Hosh Arab. Clashes were fought between the opposition and regime forces between the cities of Harasta and Irbeen, and the regime forces were shelling the area. 3 opposition fighters were killed in Irbeen. A sniper killed 1 man in Mu’adamiyya. The Syrian regime shelled the cities of al-Zabadani and Douma in the morning hours. Five people were killed in the regime’s shelling of the Damascus neighborhood of Daraya

Dara`a province: The Syrian military shelled the town of al-Mzeyrib and the refugee camp in the city of Dara`a . The Syrian military shelled the towns of Yaduda and Tal Shehab killing 3 children. Syrian regime forces killed one person in Tafs. Two men were found dead on the road to Tsil after being shot by Syrian government forces.

Deir az-Zur province: Fifty mutilated dead bodies were found near Mujamaa al-Koukh in Deir az-Zur

Hama province: A sniper shot one civilian in the Tariq Halab neighborhood of Hama. In clashes in that neighborhood, an opposition fighter was killed.

Hassake province: The Syrian security forces killed 1 Syrian Kurdish civilian in the city of al-Hasakah. Clashes occurred after midnight in the city of al-Hasakah when opposition fighters attacked the square where Hafez al-Assad’s statue stands. 1 opposition fighter and 2 government soldiers were killed. The security forces moved through the city afterwards. Clashes continued between fighters of the al-Sharabin tribe and opposition fighters who attacked the al-Sharabin village of al-Manajeer.

Idlib province: The Syrian military shelled the town of Meerata causing casualties. others were wounded in the Syrian regime’s shelling of the Idlib town of Meerata. Clashes took place near the southern entrance to Ma`arat al-Nu`man. 5 Syrian government soldiers and 11 opposition fighters were injured.
Clashes broke out near the Hamidiyya checkpoint and near the village of Bseida.

Quneitra province: An opposition fighter from Jasim was killed in clashes in the province today.

al-Raqqa province: An opposition fighter died of wounds received in clashes with Syrian forces near the Tal al-Samen checkpoint.


In Turkey, Syrian rebel groups elected a unified command made up of 30 members at meetings attended by security officials from the U.S., Britain, France and the Gulf. They intend to elect a leader and political liaison offices for each area of Syria. This takes place ahead of a scheduled Friends of Syria conference.
Dutch Foreign Minister, Frans Timmermans said that his government has approved NATO’ request that it send two batteries of Patriot missile systems to Turkey. Germany has already agreed to NATO’s request.

French military advisors met with the Syrian opposition inside of Syria according to Le Figaro.

UN Relief and Works Agency chief Filippo Grandi said that the
half million Palestinian refugees now in Syria should keep apart fro the country’s conflict and their neutrality should be respected. (However, PFLP fighters have been pursuing the Syrian opposition along with the Syrian government and other Palestinians are fighting with the Syrian opposition. The Syrian military has frequently shelled Palestinian residential areas.)

A spokesman for the Jordanian army said that the border near Tel Shihab saw heavy fighting between the Syrian government forces and the Free Syrian Army. Shells and bullets were fired across the border, and a Jordanian soldier was wounded.
